You may not be able to remove the seat belts but you should be able to work around them.
You cannot really upholster a car without putting in new carpet. That would be like painting a house but leaving the old floor coverings down. They may do the job but they are unlikely to enhance the appearance, and even if you're not trying to do something fancy like turn your ride into something that could compete with Chip Foose cars at car shows, it's still something you'll want to take the time to do and do right!
Replacing old tatty floor boards is a relatively inexpensive way to improve your car assuming you don't find any metal damage. If you do find that the frame is badly damaged, you may want to strip that particular vehicle for parts and move onto the next model.
